NWS: Freeze Watch in effect for the central valley

FREEZE WATCH REMAINS IN EFFECT FROM LATE TONIGHT THROUGH
WEDNESDAY MORNING...
Sub-freezing temperatures as low as 28 possible tonight in Buena Vista, Buttonwillow - Lost Hills - I5, Delano-Wasco-Shafter, Los Banos - Dos Palos, Planada - Le Grand - Snelling, South End San Joaquin Valley, Southeast San Joaquin Valley, Visalia - Porterville - Reedley, and West Side of Fresno and Kings Counties, from Monday night to Wednesday morning.
Frost and freeze conditions could kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing. Take steps now to protect tender plants from the cold. To prevent water pipes from freezing; wrap or drain or allow them to drip slowly.

Water levels run the full range of ratings on MLK Day, from much above seasonal normal down to the lowest low. The highest water level recorded in California today is found in Region 8 Santa Ana watershed, Timoteo Creek runs 99th percentile. The lowest water levels are Region 4, Los Angeles watershed and Region 9 San Diego watershed. North Coastal watershed Region 1 streamflows have dropped from consistently much above seasonal normal to the lower end of the normal range, an increasing number of stations now reporting below seasonal normal water levels.
Arroyo Seco monitored near Pasadena retains the extreme low flow level into a new week, as noted last week. The first percentile value provides less than one cubic foot per second. California Data Exchange Center shows the reservoir storage levels throughout the state above the seasonal average.
According to Los Angeles Dept of Water and Power, the City of Los Angeles receives raw water for treatment and distribution, and finished drinking water water from a wholesaler. 2022 statistics from LA County Water and Power show the Los Angeles Aqueduct (LAA) supplied 15 percent of the raw water treated at the Los Angeles Aqueduct Filtration Plant. Potable water imported from wholesaler Metropolitan Water District of Southern California (MWD) amounted to 73 percent of the drinking water supply to the area. The remaining water was sourced from local groundwater at 10 percent and recycled water at 2 percent.
LA County WW District 29 serves the Malibu area, currently under "do not use" water order due to contamination of the distribution system related to the fires. WTCAL.us notes improvements to the Malibu water system have been in progress since 2021, as per public information, "to provide a more reliable water system for District 29". From a public backgrounder document presented in December 2020, the Malibu area provides drinking water to more than 20,000 residents through more than 7,500 connections, through 200-plus miles of pipeline. There is one primary water source stocking 50 finished water storage tanks to meet peak demand for potable water in the district. Extensive work projects to be completed before 2026 and underway at the time of the 2025 wildfires include the replacement of two of the fifty finished water storage tanks, replacement of 6.4 miles of waterlines, the construction of an emergency connection to Las Virgenes Water District and the repair of several creek crossings. We have inquired of LA County WW as to the status of these upgrades, more to follow.

Safe Drinking Water Advisories
Boil water advisories issued for Pasadena, Malibu, Palisades and Pasadena Boil Water Advisories have been upgraded to Do Not Use advisories due to debris and harmful chemicals that may have entered the water lines for tap water. All residents are urged to use bottled water until further notice and switch to bottled water.
Malibu (LA County WW District 29) serves 20,000 people from fifty finished water storage tanks. The potable water is imported from a single source wholesaler for distribution in the local area.
