Francine past New Orleans, downgraded to Tropical Depression, all watches and warnings cancelled

Streamflow Situation from the USGS network of streamflow gauges
Tracking Francine: Downgraded to Tropical Depression this morning, Francine is slowing down over land, the current intensity down to 35 mph as the storm moves north through Mississippi. Flooding is currently recorded on six sites in the Louisiana network of USGS streamflow gauges north of New Orleans. All watches and warnings for Louisiana have been cancelled.

Clear and sunny again in the Central Valley with no hazardous weather in the forecast; San Diego local forecast office reporting some clouds today and drizzle for tonight. USGS network of streamflow monitors in California shows above normal to much above normal flows in all but the south, Colorado River watershed region is in a state of severe drought from Imperial through San Bernardino County today with low flows recorded on the New River and Alamo River.

California Water Boards HAB Update of Friday, Sept 6 carries 12 DANGER and 12 Warning advisories for recreational water bodies. Danger and Warning advisories signage is posted on the beaches, be sure to heed the specific safety measures to avoid inhaling, ingesting or absorbing cyanotoxins, see the bluegreen tags on the map to the right for the water bodies impacted.

No discussion of HABs is complete without follow-up testing for cyanotoxins. The presence of bluegreen algae does not guarantee the presence of cyanotoxins, this can only be established through analysis of the water samples. As laboratory water testing is costly and time consuming, local health authorities rely on observation of HABs, including the assistance of Cyanobacteria Assessment Network (CyAN) to estimate concentration in order to decide when and where testing will be done. Given exposure to cyanotoxins above a maximum concentration is associated with permanent damage to vital organs in humans, the signs of which may not be felt until damage is done, it is prudent for local public health authorities to take a cautious approach when the toxicity status of a water body is unknown.
